The West Plains Public Library Foundation is planning a Festival of Christmas Trees this year. Businesses, civic clubs, or organizations will decorate trees to be part of this fun event. Starting after November 14, visitors will have the opportunity to vote for their favorite. Voting takes place at the Circulation Desk. Each vote costs $1.
